Enfoncée loin sous la surface terrestre, la cité de Lukuss était destinée à fournir les hommes en Raffia, une mousse qui permet d'éviter tout rejet des greffes. Mais il y a longtemps que l'ancien gouvernement a été renversé par une organisation mafieuse, l'Organo, qui a imposé sa loi par la force et le sang. Ainsi, l'Organo contrôle le Raffia et seuls ses membres peuvent être "texhnolyzés", c'est-à-dire recevoir des prothèses beaucoup plus performantes que leurs équivalents naturels. Depuis quelques années, Onishi, "jeune" chef arriviste de l'Organo, maintient une paix relative avec les petits gangs, dont la Salvation Army, un assemblage hétéroclite de différents ennemis d'Organo qui rejette en bloc la "texhnolyzation" sous toutes ses formes. Mais les destins croisés d'Onishi, de la jeune voyante Ran, de l'orphelin Ichise mutilé pour avoir désobéi à son patron, d'une médecin qui le "texhnolyse" pour des raisons obscures et d'un homme mystérieux venu de la surface vont bientôt bouleverser la paix fragile de Lukuss...
