L’histoire incroyable de Gro Harlem Brundtland, qui à la fin des années 70 travaille en tant que jeune médecin, en lutte pour le droit à l’avortement, et se retrouve presque par hasard engagée en politique. Tandis que le gouvernement est en pleine implosion, Gro apprend à mettre en place ses propres jeux de pouvoir, et gravit les échelons jusqu'à ce qu’elle soit la dernière debout, au milieu des ruines de la social-démocratie tant prônée par les travaillistes, devenant ainsi, en 1981, la première femme Première ministre de Norvège.
