Shinobou est une apprentie ninja. Pour prouver son talent et devenir une vraie ninja, elle doit voler les sous-vêtements de toutes les filles du lycée ! La première victime est Kaede Shiranui, qui surprend Shinobou en plein vol. Kaede, par compassion envers Shinobou, va lui offrir sa petite culotte, afin que cette dernière n'échoue pas à son examen de ninja. Les deux filles vont rapidement devenir amies, malgré Onsokumaru, la boule volante jaune auto proclamée maître ninja qui tente de s'interposer dans l'amitié de ces deux jeunes filles.
