The No. 4 Mobile Investigation Unit was quickly pieced together as part of reform efforts to overhaul the police organization. There, a wild maverick of a cop, Ibuki, gets paired with a serenely composed partner, Shima. Their role is to be on call 24 hours to fill in gaps in police shifts by investigative Units 1 to 3, to be the first investigators on crime scene and to risk their lives for a perfect criminal apprehension rate. In an increasingly morally relativistic world, questions such as “What is real justice” are posed in thrillingly fast-paced and comical whodunit fare with each episode a complete story.

When a number of convenience stores in one area of Tokyo are robbed on the same night, Ibuki and Shima go undercover as employees at a nearby store to try to catch the perpetrators. It’s not long before the thieves strike again, and together the police succeed in rounding up almost the entire gang. They turn out to be mostly foreign workers brought to Japan for technical training who have been forced into low-wage jobs. But while investigating the case, Ibuki discovers there’s much more to it than meets the eye…

Ibuki decides to ask Shima about a rumor going around that he killed his former partner, Kosaka, but Shima refuses to talk about it. Troubled, Ibuki approaches Kokonoe, who tells him that Shima’s former partner died under suspicious circumstances. Enlisting Kokonoe’s help, Ibuki decides to reopen an investigation into Kosaka’s death and its possible connection to a serial poisoning case that occurred on the same day.

They arrive on the scene to discover the dead man, a peaceful expression on his face, covered in a mound of cat litter. All indications point to suicide, but Ibuki and Shima, suspecting foul play, begin questioning the users of the other storage containers. One of them, an old man living illegally in his container, tells them a surprising fact about the dead man.

From the distinctive wounds and a cryptic note left at the crime scene, they conclude it must be the latest in a series of bizarre unsolved murders. Then they learn that the dead man had a prior criminal record and that Inspector Gamagori, Ibuki’s mentor, was responsible for his first conviction. They go to see Gamagori, who provides them with information that they think may lead them to the murderer…

Ibuki and Shima’s boss, Kikyo, discovers that her home has been bugged and they must find out who’s responsible. Their investigation leads them to an organized criminal gang with ties to the owner of an illegal gambling operation who’s on the run from the police. The police decide to launch simultaneous raids on all the gang members’ known locations. Meanwhile, Ibuki and Shima learn that a high school student wanted in connection with making false police reports in a separate matter is also involved in the case.

Before Ibuki and Shima are able to track Etori down and arrest him, he is killed by a drone deployed with an explosive device. A post-mortem reveals that Etori was in fact none other than the chief suspect in an unsolved five-year-old murder case. But why did someone want him dead? They later learn that Etori was acting on directives from a mysterious individual, whom Shima identifies as a young IT specialist by the name of Kusumi. It will take the resources of the entire MIU 404 team to crack this perplexing and dangerous case!

Jimba is taken to hospital after being hit by a truck. But the ambulance transporting him is delayed by fake news of a terrorist attack. Jimba’s colleagues are tormented by their own helplessness: Shima blames himself for not realizing the news was fake. Kokonoe regrets not being with his partner at the time. And Kikyo, their chief, accepts ultimate responsibility. Meanwhile, Kusumi, the shadowy figure behind the crimes, is still on the loose. Will they be able to bring him to justice before MIU-4 is disbanded?
